Captain Scott Howard is the Commandant of Cadets for the 2008 Alabama/Mississippi Encampment. He has served in this capacity for the last three years. The Commandant is responsible for all aspects of cadet training, both basic and staff. Capt Howard has also served as medical officer for National Cadet Special Activities (NCSA) and other encampments at both wing and regional levels. He currently serves as the Mississippi Wing Director of Cadet Programs. Capt Howard was a cadet in the late 1970s and he rejoined Civil Air Patrol as a senior officer in March of 2003. He trained the 2005 Mississippi Competition Drill Team and started Mississippi’s first Honor Guard and continues to be their advisor and trainer.
